A lifetime Maryland resident, Joseph D. Hooe, earned a high school diploma from Andover High school. He was recognized by the Anne Arundel County Council as the third place winner of the Maryland Skill Olympics and later earned a BSBM from the Johns Hopkins University in Baltimore, Maryland. Mr. Hooe worked at his fathers business from the age of ten. He later joined the Goodyear Tire & Rubber Company, and in 1996 Mr. Hooe was recognized by Debra Walker, President of North American Tire, for achieving the largest profit improvement of any store in Goodyearıs retail systems. After just five short years at Goodyear, Mr. Hooe was appointed team leader of the Baltimore retail group by Louis Carricarte, DMR, MBA. In 1998 Mr. Hooe founded the Baltimore based Tire Network Incorporated. He has been married for thirteen years to Marianne Anneli Flinkman Hooe, a Finnish native and mother of their two children. After successful beginnings as a husband, father, student, business manager and business owner; Mr. Hooe entered into a life of public service. He has served as a trustee on the Lansdowne Improvement Association, and has been instrumental in the improvement of community safety. In 2002 Mr. Hooe ran for the Maryland House of Delegates in Legislative sub-district 12A. He was awarded the Republican nomination after winning the 2002 Gubernatorial Primary and went on to place third overall in the 2002 general election. Despite there only being two legislative seats in the district, this was a monumental success in the sense that Mr. Hooe ran a campaign that was financed with 15 thousand dollars compared to the $200 thousand his opponents had. Even with a shortage of funds Mr. Hooe came within 1% of taking a seat in the House of Delegates because he is committed to his family, community and supporters. On the campaign trail Mr. Hooe promised to eliminate the abuse of 15-90 day temporary automobile license tags, which can be stolen and used to mislead police. Drug dealers use these tags to misidentify automobiles so that they can distribute their contraband. Second, Mr. Hooe promised to find alternatives to funding public education, he proposed independently funded school districts that would protect the quality of education and keep the power of financial decisions in the hands of our educators. Third, Mr. Hooe promised to protect our physicians against illegitimate malpractice law suits. And fourth, Mr. Hooe promised to lower the cost of prescription drugs for seniors and improve access to critical healthcare. Mr. Hooe is committed to running again for the Maryland House of Delegates in 2010. He realizes that it is difficult to run as a Republican in a more than two-to-one Democratic district; however, he believes in the people of 12A, our community and democracy. He believes that the voters of district 12A will hear his message over the next 3 years and as a result will come to discover a hard working, family man, that cares about his community, and what people think about him.
